Problem Description
Cisco Unity supports Windows 2000 (W2k) up to Service Pack 2 (SP2) only. However, customers are installing Service Pack 3 (SP3). This affects all TSPs up to and including version 6.0(2). There will be a TSP 6.0 (2a) which corrects this problem. This only affects new installations of the Cisco Unity-CM TSP on systems with W2k SP3. Upgrades from an older version of the TSP do not cause this problem, and installing SP3 after installing the TSP will not cause problems. This is only a problem if the very first time that you install the TSP version 6.0(2) or earlier on a particular server is after you install SP3.
Background
Any value above wave9 in the registry key mentioned above is invalid, but wave10 is not. Before SP3, an unused slot was represented by a missing value, but after SP3, an unused slot is represented by a blank value. If wave3 is unused, after SP3, there will be a blank value called wave3. Before SP3, there was no wave3 value at all.
The TSP installation program needs to insert AVAUDIO32.dll into one of the available slots during the installation. Previously, you would do this by looking for the first missing wave# value and adding it there. Starting in 6.0(2a), you look for the first wave# that either does not exist or is blank, and insert AVAUDIO32.dll there.
Problem Symptoms
After you install the Cisco Unity-CM TSP on a Unity system that has Windows 2000 SP3, you will end up with no wave devices or voice ports. Cisco Unity will fail to initialize the ports, and the TSP test will fail with No wave devices were found on the system after the initial reboot.
Workaround/Solution
Microsoft has released Windows 2000 SP3, however Cisco has not yet completed testing SP3 with Cisco Unity. Cisco is urging customers to delay the application of SP3 to Cisco Unity servers until testing is complete. Cisco set the target date for completion as September 2002 with the Cisco Unity 3.1(5) release. Exchange 2000 SP3 was also to be fully tested by that time.
If you choose to apply SP3 before TSP 6.0(2a) ships, there is a manual registry workaround:

Open the registry on the problem server.

Go to [HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Drivers32].

Delete the wave10 value that is set to AVAUDIO32.dll.

Set the lowest blank wave# value to AVAUDIO32.dll.
You usually set wave1 to be AVAUDIO32.dll, but if wave1 is already used, set wave2 (and so on).

Reboot the server.
